Continuous Spell
You can Normal Summon multiple times per turn as long as all Normal Summoned monsters are WIND and their combined levels are equal to or less than 4 x the number of "Derecho" you control. All WIND monsters you control gain 200 ATK.
Now does this card mean that if you only control 1 Derecho that you cannot summon a wind monster higher than level 4? Or does this card add to the number of summons a player has with that restriction? What I mean is: does it restrict the players "One Summon Per turn" or does it just add additional summons.

It just gives you the option.
*If* you choose to use the effect, you can do more than 1 normal summon per turn. If not, then just play your turn like normal.
