I really like this. A creative foolish. The semicolon and colon should be switched though.

Looks pretty cool. I like how it can shuffle other copies of itself so they won't be dead in the hand.

When this card is Summoned: You can Normal Summon 1 Fairy-type or LIGHT monster from your Hand. This card intercepts attacks for that monster. When this card is destroyed by battle, your opponent mills cards equal to the number of monsters he or she controls.
Reminds me of Web-Weaver. Looks fine.

Pernicious Tantrum
Normal Spell
Target level 3 or lower monster gains 100 ATK for each monster in your Graveyard and can attack your opponent directly, during the End Phase of this turn the target monster is shuffled back into your Deck.
Makes a good finishing move. Not really a "Mill" card but still useful.

However, I think it's too easy to just use this and tribute it off. Consider making it "When the monster inflicts battle damage by attacking directly: Shuffle it into your deck". Also fix the wording - people might think you can use it on the opponent's monsters.
