Activate this card if the opponent activates a card effect during the Battle Phase: Pay 1000 Life Points; negate its effect, Set it again, and take control of the selected card.

Select 1 Normal Summoned WIND Monster you control: return it to your hand, and draw 1 card.

Most players would run purely effect monsters, which might make this slightly OP...

How do you take control of a Normal trap card that's already been activated? What if the conditions are incorrect?

In a WIND deck I think it's balanced, but in a non-WIND deck, this can turn into "Free SS from Deck" if you're only running a few WINDs (and you control no monsters) which is a little OP

Ultra OP. It's a quicker compulsory which is limited in the TCG. If there was a cost/condition it would be a lot better.

Ooops, forgot about the TCG. And people using it for non-WIND decks. and other things.


I'll tone Amethyst Alligator down to 800 ATK or max it out to 1750 ATK so its not sweeping Level 5/6 mons?

and...Explicit Execution is kind of a threat to force people to be more diverse. I remember decks where their monster base composed of nothing but Level 4 Effect Monsters because they had the best stats of all non-Tribute NS monsters. There can be Level 1, 2 and 3 monsters too.
